Foundation framework from ZURB is definitely on good progress curve. I have been watching their development from couple of months now since we arranged our own framework based on twitter bootstrap. There is nothing new in Foundation though that are not present at twitter bootstrap. Frankly speaking it's only halfway through achieving all the rich elements that are already present in our framework. If any project needs to be started I would recommend twitter bootstrap instead of Foundation 10 out of 10 times only because TB is richer and more stable than Foundation now. Although I have kept it in our watch list to see the progress they are making. You can find the differences of Foundation and TB by looking at the documentation both parties provide:

I agree with Azec here that bootstrap is still ahead of foundation, specially because of few reasons:
- BS has more features than Foundation.
- Third parties are also involved in BS development, specially it has jQuery plugin, fbootstrap and few others.

There are also sweet fights running between BS and Foundation out there in the community.

Personally I used only BS and did not use Foundation. So I am not confident about Foundation. But looks like Foundation will be no less than BS and it demands a try.
